To find the style's background, you can open the style in a text editor and check its info section, if the author added a link there.

Do you mean when submitting the style here? Yes, and you can't upload zip files here anyway, so you have to link to the background externally.

uploading works, but uploads always require approval and I don't think any of us are as actively moderating as we did in the past ;-)
