Because:
The part of BitFontMaker to create TTF is based on bdf2ttf.
bdf2ttf converts BDF (which is one of the most popular format of bitmap font) to TTF by embedding bitmap data, not by creating outline data.
So that created TTF by bdf2ttf (and BitFontMaker) can be visible with the specific size (which is based on original data).
